All,

MSN blacklisted a ton of IP's.  You can call their support to have
them removed from the list (obviously after being reviewed).

Below is the email I received.  You can call the toll free number and
they will create a ticket and escalate it immediately.  They say it
will take 2 to 3 days to complete.

I understand that you issues with regard to sending e-mail to MSN domains. I apologize 
for the inconvenience this has caused you.

Please be informed that MSN is currently experiencing an issue wherein some customers 
are unable to receive email from non-MSN subscribers. I deem it best if you could send 
us the NDR
(Non-Deliverable Receipt). It is important that we acquire the exact and complete NDR 
so we can forward this case to the appropriate Microsoft Support Team. Please copy and 
paste the error
message as we are not allowed to open attachments for security reasons.

For us to investigate this issue further, could you please reply to this e-mail 
message with as much detailed information as possible.

1. List the domain SMTP server or servers. 
2. List the IP address or addresses that are associated with these SMTP servers for 
the domain. Their may also be a range of addresses the SMTP server 
operates on in which case you will need to include the range as apposed to the 
individual addresses. 
3. List the contact information for the domain administrator. Good contact information 
should include a full name, email address and telephone number.

Also, it would be very much appreciated if you could provide us with the additional 
information about yourself below:

1. Full Name
2. E-mail Address
3. Full Address/ City/ State
4. Contact Phone Number
5. Best time to call
6. Operating System
7. MTS_SykesSN version
8. Browser

The more specific details you include, the better our chances will be of understanding 
and resolving your problem. You can also call MSN Technical Support Center toll free 
at 1-877-635-7019.
