I believe that email address book per user exist in that user's directory
and is called aliases.txt so maybe you can do the following manually.
This trick MAY work. Try on a test account first. Copy all addresses from
the user.LST file from your list into that users aliases.txt located in his
directory and that should give that user an address book full of all users
addresses from that list which he can use in IMail Web Messaging and IMail
Web Calendaring.
