All of these culprit IP's are from our dial-up modem pools. We will look into the network traffic issue. Would deceasing the allowable mailbox sizes speed up the pop checking and possibly alleviate this issue? Also one other thought, In the log file we get a parse error on particular mailboxs..then we get the cpu issue. It seems as though the pop account is getting locked or corrupted and then the cpu shoots up.

NIC's are only one part of the network. I would throw a sniffer on the line and do some analysis of your network traffic. As for utilization spikes one thing to look at is the frequency of users checking their mail. This will cause over-usage if they are initiating a check prior the previous check being completed. Do your users have large mailboxes? If they do they need to extend the amount of time between checks. Personally I never like to see POP3 mail checks with a frequency shorter than 10 min. for standard size mailboxes and even longer for larger mailboxes or slower connections. There will be over 200,000 of these errors every day in the logs. The logs will have all the entries for one IP in a row within a few minutes. We are also experiencing POP3D32.exe using up on average 50% CPU. We have tried swapping out the network card as mentioned in one of the threads related to POP cpu utilization and that has not resolved anything for us as of yet. Any suggestions would be greatly appreciated.
