I've tested this extensively on my system and I have not observed this behavior since somewhere in the 7.1 series either in devised tests or in actual experience. If you have the log file evidence where you observe IMAIL skipping a secondary it would be worthwhile to share the log snippets. So far there have been alternative explanations.
