ntoskrnl.exe versions 5.0.2195.4797 to 5.0.2195.4928 are not compatible with versions of ntdll.dll that are greater than 5.0.2195.4797.
I saw this same message on the MS Website..I posted the link to the article yesterday. Ensure that the ntoskrnl.exe file version is greater than or equal to 5.0.2195.4929 or apply Win2k SP3 before applying MS03-007. To be on the safe side, I went ahead and applied sp3, then the patch, and I (and my server) are both fine.
