I had the same issue when I first upgraded. The solution in my case was: - Restore an old smtpcnt.dll (in my case 7.13HF2) from backup. - Go into Control Panel | Administrative Tools | Services. - Set all the IMail services to Manual instead of Automatic. - Reboot. - Apply the 7.15 patch again, which updates the smtpcnt.dll. - Go into Control Panel | Administrative Tools | Services. - Set the relevant services back to Automatic and start them.
