If the users sending the email authenticate using SMTP AUTH to relay mail, they will not be scanned for spam. Have them AUTH when sending mail. I can't tell without looking at the Spam logs why they were caught, but there is no filtering based solely on HTML being in the message.

Each one of these e-mails had a HTML body and got rejected and sent to root-bulk. Even if it was internal mail going out.

Added there ipaddress and e-mail addresses to trusted and whitelist. dont know if that will fix it or not.

Does the SPAM filter block out HTML within e-mail's is that one of the tests it performs.

Also about internal mail going out is also treated as spam
