Check
your logs for mail loops. Look for "ERR alias loop in ..." Mail
loops on a busy server can cause problems. Also, check your spool dir for
large amounts of files, 30K of them or more. When the CPU is
spiking, look in the logs to see what users/domains were being delivered
to. See if there is one or 2 messages causing the
problem.
