Right--the user doesn't have permissions to make that post unless they
are a host or system admin. But there are very good reasons for such a
restriction,  such  as  the likelihood of duplicate (desired) aliases,
misrouting  of messages due to user ignorance, and the possible use of
"reserved word" aliases (sales, info, abused) by users before an admin
can  strike.  I  don't know of any responsibly written MTAs that allow
*unfettered* creation of aliases at the user level.
