Adding to my own post...It also sometimes says "Service Running" after a refresh, but the icon on the left side of the screen still says "Down"/red.

IIS and Microsoft SMTP services are disabled = no port conflicts. (I did enable those services for S & G's to test it that way - same error.) I have started/stopped SMTP and Queue Manager. There is 10+GB of free space on the spool drive. I completed the removal/reinstall steps via DOS as outlined in the article. I am logging on with Systems & Host Admin privileges. Any other suggestions? Are there any other services other than IIS/MS SMTP that the Monitor service is dependent on? I have configured my server according to the NSA Guide to Securing NT servers which locks your system up pretty tightly. I may have disabled a service IMonitor needs.
