Ok we got off the blacklists and got our mail relay setup now just for addresses but we have a few users that still cannot send to specific addresses take for instance Southwestern Bell. Is there a reason we cannot send to these or does it just take some time since we were blacklisted?

Almost all DNS-based spam tests are set up with a TTL (Time To Live) value, typically ranging from 5 minutes to 1 day. So for up to about a day after you are removed from blacklists, you may still be listed on some DNS servers.

It's also possible that Southwestern Bell has their own blacklist. If you check the IMail SMTP log file, it should provide a clue as to why the E-mail was rejected (it *should* say why, it may just provide a clue, or it may not give any information).
