The user is wrong. I am using a Macintosh PowerBook 17” right now with OS X and I have used OS 9.2.2 to connect to my Imail server. In OS X I use Entourage X and the Mail.app, and in OS 9.2.2. I use Outlook Express. It works fine. Perhaps the user did not turn on SMTP Auth, and you require SMTP Auth to send? That would be a user issue where they did not know enough to check a box.

I have also had no problems using IMail SMTP to send messages from my PowerBook, using just about every mail client under the sun:
* Mail.app
* Mozilla Mail/Thunderbird
* Entourage X
I suspect it's more of a configuration issue. Make sure that your server is relaying mail for that user, and that they have the SMTP AUTH set up on their end if necessary.
