This just started Monday morning. Prior to the log
events below, all outside domain traffic started
coming only through our secondary MX which is provided
through an ISP. That ISP provide our internet access
and DNS.
06:23 07:08 SMTP-(000000C2) Trying arinc.com (0)
06:23 07:09 SMTP-(000000C2) MX connect fail "144.243.3.7"

That means that IMail can't connect to the remote mailserver on port 25 (SMTP).

Is your ISP blocking SMTP connections (many are, mostly just dialup or residental broadband though)?

I cannot telnet into anyone else's mail server
from my mail server, but I can telnet into the same
remote mail server from my desktop. My desktop is on
the same network, switch and router as the mail
server. I cannot browse the internet with IE from the
mail server, but I can from my desktop. Imail v7.13,
on NT4 SP6, doing NAT. ISP says it's a mail server
config problem. I don't buy it.

If you can't telnet to port 25 on another mailserver from the IMail server, it isn't a mailserver configuration problem. It's not a DNS issue either, as you're getting the correct DNS. Given that the desktop is on the same network, though, I'm guessing a firewall problem or a problem with the server itself (such as the Windows 2000 controls that let you block certain traffic).
