I've resolved the problem. The spam filter relies
on having a correctly configured primary host. On this server the domain
that originally was primary had been removed. That did not effect the
functionality of regular e-mail but was the reason the filter wouldn't work.
Once I changed the primary host domain to an existing one, it
worked.
