I hope Scott has clarified that you are experiencing a dictionary attack and that no NDRs will be generated by your server if messages are rejected during the SMTP envelope.
The question is: even though you have no reactive protection in place (i.e. no automatic blocking of IPs), is your server performing other tasks with adequate performance? Is it true that your serIer cannot keep up with the attack?
