When making any changes to antispamming features on the host level. Apply is not enough . Host services must be restarted for effects to take place.
For most IMail features, this is the case (or at least recommended). Note that the host-level anti-spam features in Declude JunkMail do not require restarting any services (in fact, all configuration changes in the Declude programs can be done without stopping/restarting any services).
