Doing a little searching around it looks like that functionality isn't a
standard.  Is that correct?  I'm pretty sure you can't change it with
Outlook Express or Outlook (not speaking of other clients, mind) Anyone know
of clients that do support this functionality?

Read your e-mail client manual.

In The Bat! you use the Account/Change POP3 Password... menu option.
