What version of IMail? I had seen this happen in version 7.0x, never used 7.1x and have not seen this in 8.0x

I then read and delete I-mail messages that are waiting/queued. After that I can receive messages fine in Outlook Express. So in other words, some messages from the I-mail list are blocking the account and preventing download. No idea why of course.
