We have an issue today. We setup .,[EMAIL PROTECTED] in a user field for forwarding.
It works. However, someone with an Exchange server reports that the forwarded
email is not delivered because the TO is the original TO and not [EMAIL PROTECTED] To
them the copied message is not really a forwarded message. It is more like a
blind copy. Is this going to be an issue with any Exchange server? Is there a
workaround?

It's unlikely to be a problem -- the issue is definitely at their end. It isn't an issue with Exchange, it's an issue with *their* Exchange setup. If they have problems with E-mail where the recipient is not the same as the To: address in the headers, they won't be able to get mail from mailing lists.
