It means that the remote server is telling you that it's temporarily down, so that your messages will be retried rather than bounced. This is either (a) true temporary downtime on their part, or (b) a convoluted way of telling you that they don't *your* mail "right now" due to private or public blacklisting (or even experimental, and ill-advised, graylisting). In most (b) cases, you won't be able to fix/work around the issues before the queue lifecycle is up, so they'd have been more helpful by just sending a 5xx so you could get to work faster.
