We have had an issue with this in the past. User raised so much hell that we whitelisted paypal servers.
I agree, whitelisting clearly legit commercial and not-famous-for-mail-abuse is very important.
I whitelist ebay, paypal, amazon, the airlines, car rentals, etc, etc.
