What kind of modem are you using? We have never had luck with any of the new "WinModems" or any internal software based modem. Others have reported the same thing. We have been running Email to Fax and Email to Pager for years on a USR Courier external modem. I have heard the old Zyxel modems work well too. You can find them for $10-20 on Ebay.
