Daniel:

This is an issue I see frequently in the Microsoft Outlook Express
newsgroups, and could be the issue with your people who use Outlook Express.

The recommendation is in OE: Tools | Options | General, and uncheck both:
"when starting, go directly to my inbox folder" and "send and receive
messages at start up".
