I believe that is called tarpitting which Imail does not support. I don't know if a 3rd party app that will do this for you.

Actually, the way tarpitting was designed, it is used when a known spammer connects to you. You then delay the connection for as long as several days. The idea is that when the spammer hits enough spamtraps, they will run out of resources, and can't send anymore. However, now that spammers have 100,000s of compromised servers to pick from, it isn't quite as effective.


A similar concept is delaying the RCPT TO: responses a few seconds (which some people also call tarpitting), which IMail does support.

However, what this person is looking for is some type of logic that would slow down the amount of E-mail to or from a specific user. I'm not aware of any software that does this (for IMail or otherwise, as it would need to handle lots of things (a legit user sending out lots of E-mail, lots of local users on the same mailing list, etc.).
