Instead of bounce, what you could do is set up an account with an auto-responder with info-manager that has whatever message you want to go back out. Then in the rule, forward email which triggers it to the account with the auto-responder. Then all you need to do is just dump that mailbox once a week or whenever.
Bounce on the other hand just bounces the message altogether, I'm not sure if it sends any response, but I do not believe it is configurable. Hope that helps, let me know.
