Since Windows 98 is not designed with network control or security in mind, you have to do this at the border. You’re best bet is to control the physical connection by using a proxy/firewall forcing all traffic through this, and then controlling by IP address.

We have done this, but on a Windows 98 machine they have figured out how to hack it back into letting them change it back.

In IE you can use parental controls to limit the browser to only one site.  Make sure you remember the password though :)
