I assume by this you mean IP Based host, not virtual.

Let's assume that foo.com is another IP Based host.  If that were the case,
then you could forward any mail from [EMAIL PROTECTED] to [EMAIL PROTECTED]
by setting the forward for each user in the user account settings and so on
for all of the other users.  You can only make foo.com a host alias for one
IP'd host - not all of them.  So if you were to make foo.com a host alias
for region-a.foo.com, then [EMAIL PROTECTED]@foo.com and so on.
However, [EMAIL PROTECTED] != [EMAIL PROTECTED] and so on.
