Well ya, if he doesn't block something he doesn't get paid his 1,000+
dollars for his client that hires him.

We  interacted  with  this guy and he lists whole blocks and even full
ISPs.  When  we asked him which blocks of Qwest he was blocking at the
time,  he  said,  "All  of  Qwest.  Any ISP that supports spam will be
blocked."  As  close as we can figure he blocks everything that is not
Dutch  or  so  it seemed in his response to us. Once he blocks you, or
someone  near  you. Good luck at getting unblocked. He blocked us even
after  admitting  he had no evidence that our system was the source of
spam,  just  that  we  deserved  to  be  blocked  because our upstream
provider was Qwest...
