Yeah I tried that too.  No go.  Like I said, weird.  It seems like it should
be working.

If the user mailbox you're moving to is called "zipquarantine," try
having the global rule move the messages to zipquarantine-Zips instead
of zipquarantine.

The global rule may be inserting the message without the user level rule
being triggered.
