Per http://www.dnsstuff.com/tools/cidr.ch?ip=66.117.0.0 , that corresponds
to a CIDR range of 66.117.0.0/19.

Per http://www.dnsstuff.com/tools/cidr.ch?ip=66.117.0.0%2F19 , you want to
use a subnet mask of 255.255.224.0.
