Besides the obvious answers related to disk configuration, type of raid, memory, etc... I'd start by checking the often overlooked items:
1) Is your disk heavily fragmented. We've found DiskKeeper to be IMails best friend. Install it, schedule it, forget it. 2) Exclude the IMail folders from any real-time or on-access antivirus scanners. Sometimes when using NetShield for example, it is not enough to simply exclude the folders as there appears to still be a significant delay in file access - you might have to disable it altogether. NAI can drastically affect IMAP and Webmail performance.
