Max recipients is a server level setting, not by domain or user, so the short answer 
is 'No'.
This setting is about performance because it will dictate the number of worker process 
threads and CPU usage of your server.

We have ours set to 25, which I think is the default, and more than that we suggest 
the customer set up either a group alias or a
mail list on the server, either of which will allow the server to send out the message 
to the recipients in 'chunks' without
swamping the machine or your network.  the customer can do this on their own through 
Webmail.
