Len, I don't really care about your policies, but don't hang them out as best practices to people that might follow your lead without understanding the full impact of doing it.
I always thought the goal here was to limit spam without having false positives. Your approach appears to result in false positives. I would expect an admin with that knowledge to "reduce the filter strength" until the false positives were virtually eliminated. That does not appear to be your approach.
