You may be right that it's the former, but that would be even more
disturbing; as Scott notes, even if VRFY is no longer regarded as a
bona fide spammer target, the overwhelming majority of MTAs have it
disabled (and there's been no call for them to re-enable it). It'd be
crazy to rely on that for delivery, so I _hope_ this was a DNS
situation, as suggested by the error message, since that'd be pretty
normal.
