you need a gateway to reach the cellphone. If the users cellphone is able to get an internetaccess - no problem - its a feature some telephonecompanies offer.   We do it this way: We do access the mobile network of the Deutsche Telekom via SMS C over smtp - sending a mail via our accesspoint into the mobile network.
