I have experienced the same problem, although I have not yet checked to restart the SMTP service after the Queue Manager service, just restarted the Queue Manager couple of times and waited for the spool to get empty - which never happened. Downgraded to 8.05.
If you (=Ipswitch) can tell me that this might indeed the solution to this bug, I will try out 8.1 again.
