What  you  need  to  outline is what the final configuration will look
like:

-  Are you going to have a userbase cleanly split between users with a
full-fledged  mail  client  and those using web-based e-mail alone, or
are there going to be a lot of overlapping users with both needs?

- Is the full-fledged mail client going to be Outlook?

-  How much flexibility will you have in controlling mailbox quotas on
the server?

If   you   anticipate  that  the  OWA  users  will  become  IMail  Web
Messaging-only  users, you may be in for some rude surprises, as IMail
is not equipped for intensive server-side storage; where OWA users can
poke  around  in  multi-GB  mailboxes,  WM users are better off in the
1-100  MB  range depending on overall server load. Server-side lookups
in  the  indexed  MBX  format  are no match for the true client-server
performance of Exchange.

Anyway,  on  to the good news. If your clients are using Outlook, just
switching  them to PSTs and POP3 will give them a fairly seamless look
and  feel  (that  is,  without  the  Exchange-specific  features). I'm
surprised  that  you  include  MAPI clients in your apparent concerns,
unless  you  mean  that  these will become split Outlook/Web Messaging
clients   who  need  to  leave  (some)  messages  on  the  server.  My
recommendation  would  be  use the "leave messages on the server for n
days"  and "delete from server when deleted from client" features with
POP3,  rather  than  going  over  to  IMAP4.  While IMAP4 most closely
approximates  the  kind of synchronization they got with Outlook, it's
almost  certain  that  they  will  bloat  the server with messages and
greatly  deplete  performance. IMAP4 is cool for brand newbies, not so
cool  for  those coming from Exchange (unless the _users_ really hated
it).

As  far  as  the  actual  export of messages from the Exchange IS, use
ExMerge  to  dump to PST. That might be all you need depending on what
you  see  above.  If  not,  you  can  convert from PST to IMail MBX to
dragging-and-dropping  from  Personal  Folders  to  IMail IMAP4 folder
(each IMAP4 folder corresponds to a Web Messaging folder, FYI).
