Man I feel stupid. I have the correct time on my PC. I have the Eastern Daylight Time zone set on my mail server in CA and it has the correct time. I have stopped and restarted all services yet all my sent and received e-mails have the wrong date.
I tried from the KB: Answer/Solution: Outlook XP has the ability to synchronize its internal clock independently of the Windows system clock. This can cause the timestamp to appear incorrectly on messages. To correct this, on the Internet Time tab of the Date and Time properties, uncheck Automatically Synchronize. I have rebooted the server. I have rebooted my PC If I send from the web-mail and read it on Outlook XP - wrong time, if I read it within web-mail, it is fine. Sounds like an Outlook issue... Apparently I didn't have the "automatically adjust for Daylight savings time" checked. So the internet time sync made it correct on my desktop I guess, but the e-mail was still not reading the time.
