this user travels and has a sprint PCS cell card so his ip address changes.....also i 
am not blocking it....i am having it routed to an e-mail address the i check and if 
there are false postives i forward them but this is not a good solution......

Microsoft made the extremely poor decision to have E-mail sent by Outlook 
2003 more likely to be treated as spam than mail from other mail clients 
(since they were too lazy to add a configuration option).

It is definitely a known problem with Outlook 2003.

However, note that we do NOT recommend blocking E-mail that fails the 
SPAMHEADERS test (whereas we DO recommend blocking E-mail that fails the 
BADHEADERS test).  If you are not aware of the distinction between the two, 
you should simply use the default settings (or, you can read the manual or 
joint the Declude JunkMail mailing list by sending an E-mail to 
[EMAIL PROTECTED] with "subscribe declude.junkmail your name" in the body).
