I think the delete on match is test specific. Meaning that if the mail passes your DNSBL and is passed on to the Content Filter it will need to fail whatever number of content tests you have. It is not cumulative.

It would certainly be nice if it was cumulative or if there was an option to make the test(s) cumulative.

And the the question about this: If I have 3 matches on DNSBL and match on VAL FROM. Will this be 4 matches?
