Thank you very, very much. You were right. A 16bit process was causing the
problem. I will write what happened in order to make sure it is archived in
the list so future users with similar problems will have a resource with
answers and information to solve the problem.
So here is what happened to me and how it was solved.
In April 14, 2004 I applied critical patches from MSFT to our w2k server.
SMTP became very slow after that. Doing telnets to port 25 took over 10 or
30 seconds. Sometimes it was just a time-out. One time our server froze.
After studying everything and consulting with the Imail list and Declude
list -I used Declude Antivirus Pro with F-Prot-, R. Scott Perry suggested to
check if I was using f-prot.exe (16 bit) application or fpcmd.exe (32 bit)
application from F-Prot. He said that f-prot.exe may be the problem since
16bits processes cause serious delays tcp/ip connections the way I described
in my posts to the list. He recommended to switch to fpcmd.exe
I switched to fpcmd.exe making sure to take out the /NOFLOPPY option from
the scan line of declude configuration file and the problem was solved.
Now SMTP connections are very fast. I my users are not complaining anymore.

Mmh, what DOS or Win16-bit-tasks have you running? If you have NTVDM.exe
running, you have either DOS- or Win16-bit-tasks running, which is something
I would do only if absolutely necessary on a mail server.
