It's  fairly simple to draw an alternate Compose page within the IMail
Web  Messaging  server  that  has  a  hard-coded  To: address. Use the
current page as your guide and just post to the same target.

If  this page will be served up outside of the IMail interface, you're
going  to use CDOSYS (native IIS messaging) or a third-party component
to send the mail using the IMail SMTP daemon "under the surface."
