You can write every character of an URL as their ASCII code by putting % in front of the code. %2E is for example a dot. Your mail client usually converts it to the real URLs. Some spam mailers use these codes to hide the actual URL from both client-side rules as well as spam filters.

Hi. I haven't been able to find an answer to this, more than likely, easy question.  At the beginning of the url-domain-bl.txt you have entries like
%31%393.%323%31.24%38.%31%31%31
 

What are they? 
 
Sorry if this is a simple question but I'm trying to allow some mail through our system and I can't find it in the blacklist file, unless it is listed like the above.
