Hi. I haven't been able to find an answer to this, more than likely, easy question. At the beginning of the url-domain-bl.txt you have entries like
%31%393.%323%31.24%38.%31%31%31
What are they?
Those are obfuscated links. Specifically, a "%" followed by 2 alphanumber characters indicates that the ASCII value of those 2 hexadecimal characters should be used.
In other words, "%31" is the ASCII character of 31 hex (49 decimal), or the number "1".
You can use the deobfuscator tool at http://www.DNSstuff.com to find out what the whole thing translates to.
