I think the setting you want is "Disable SMTP AUTH Reporting". Located on the SMTP Advanced tab, should be UN-checked if you want Authentication to be -required- for outbound mail delivery.

It is relaying for trusted IP's but often returning the error "smtp server does not support authentication" to users on non trusted IP's that do have their clients set for SMTP Authentication. I rebooted the server just now in case something was just hung up.
