I think the setting you want is "Disable SMTP AUTH Reporting".  Located on the SMTP 
Advanced tab, should be UN-checked if you want
Authentication to be -required- for outbound mail delivery.

Well, I think I need to do more fixing.  Disable SMTP VRFY is now selected but the 
problem remains.  Any futher suggestions?

(I did restart SMTP service after making that change).

Be sure the "Disable SMTP VRFY Command" option is CHECKED under the Services/SMTP/SMTP 
Security
- this will block SMTP authentcation if is is not checked

Since last night (when I did stop and restart SMTP and Queue Manager) SMTP 
Authentication is not working. It is relaying for trusted
IP's but often returning the error "smtp server does not support authentication"
to users on non trusted IP's that do have their clients set for SMTP Authentication.
I rebooted the server just now in case something was just hung up.
