IMail can't do this; you'd have to use or write a third-party add-on.
Stripping attachments, rather than just rejecting or bouncing messages
with attachments (that are _not_ known to carry viruses), is not
really useful, as it just means that recipients have to have to engage
in additional (manual) correspondence with legit senders.
If you want to disallow attachments, find a way to do this
automatically on the server so as not to unduly inconvenience legit
people on both sides. Unless they know ahead of time, it's reasonable
for people to assume that some attachments (documents, spreadsheets,
text files) are permitted given current e-mail usage, so you'll have
to break it to them swiftly yet gently.
