I work for a travel agency, and I have noticed that when going through a new blacklist file (whether from Ipswitch or a 3rd party, including spam db's) I almost always find that airlines, cruise companies, other travel agencies, and GDS's (booking engines) are included.
This is because (for the most part) these companies 1) have poorly configured mailservers, AND (not or) 2) frequently spam their customers. That second one is just the nature of the travel industry (so is the first, really, since they are such cheapo's). Frankly it is thanks to this list and the Declude lists that we are not included with the rest of them.
