You  could  set  up  an  internal wildcard DNS blacklist and take this
blacklist  failure  as  a  full  positive  for  spam,  which  would be
overridden by the whitelist.

You  also might want to think about using eServices' AutoWhite add-on,
which  automatically adds outgoing addresses to a filter file that can
be  given Declude-selectable weight depending on the overall number of
outgoing  messages  sent  to  the  user.  This may prove preferable to
having  users  add  all outgoing addresses manually--this policy seems
bound to create maintenance annoyances.
