Is there a simple way to have rules.ima applied to any mail being forwarded
?

I understand the sequence that messages are processed but need a workaround.

One way I have tried is to move users' forwarding info
from forward.ima to main.fwd (which is intended for autoresponses)
i.e. renaming the files

This works okay, but then I have to diable the users access to the
autoresponse
screen as this will kill the forwarding info (i.e. kill main.fwd)
if no text is supplied for autoresponse and worse still
mail admins cannot access the users forwarding info through 8181
(which provides access to forward.ima)

Any ideas appreciated
