I had a similar problem with the LDAP Service. The slapd.exe process would
use 100% CPU usage constantly...and the LDAP service would not start
completely.

I emailed Ipswitch Tech Support, and below is the response I got, which when
I followed the steps, worked beautifully! You basically delete the LDAP
directory(s) and then initialize LDAP, which re-creates them.

To straighten out LDAP, here is what you need to do. It may take a reboot
(after setting the slapd service to Manual Start) to let you delete the
folders under openldap\bin\openldap-data.

1)  Shut down LDAP service in IMail Administrator.
2) Delete/rename the slapd.conf file from openldap\bin
3)From openldap\bin\openldap-data, delete any sub-directories (but, not
files) you find.
4)  From LDAP service in IMail Administrator, init LDAP. ***This process may
take A LONG time to complete depending on the amount of LDAP data you have.
DO NOT end task on IMail Administrator, restart the computer or attempt to
interrupt the LDAP initialization process in ANY WAY.***
5) Then, restart LDAP service.
